Electric vehicle (EV) charging isn’t new at Women’s College Hospital (WCH) in downtown Toronto. Years ago, the hospital took a proactive step by installing 16 EV chargers in its underground parking garage for staff and visitors. Over time, those charging stations began to break down because of outdated EV technology and lack of smart features, eventually leading to them being unused.
This case study offers an example of how public facilities can turn broken, non-functional EV charging stations into a reliable and cost-effective EV charging system on a tight deadline, with minimal disruption, and with long-term functionality in mind.
WCH had originally installed 16 EV chargers in its underground parking garage. But by 2024, none of the charging stations were operational and were slowly breaking down.
Many public institutions, condo buildings and commercial properties are realizing that older charging systems often fall short of today’s expectations due to lack of software features and efficient infrastructure design.

WCH had an opportunity to apply for financial support through NRCan’s Zero Emission Vehicle Infrastructure Program (ZEVIP), a federal initiative that reimburses up to 50% of eligible project costs.
However, the deadline for this federal rebate program was quickly approaching. With very little time left in the program window, WCH needed a partner who could deliver quickly and still meet program requirements to receive federal funding. Missing the deadline would have meant losing out on significant financial support.
